That's exactly what they did with the 5th installment. They took the old factions from the 3rd game (with some exceptions) and, in one night, to avoid looking completely ridiculous, came up with a new world.

But was it really necessary to create new factions? In that case, your brother would have complained even more, saying that not only did they start everything from scratch, but they also redistributed the creatures in a nonsensical way among the cities! What a worthless 5th installment!
