Most likely, there is no contradiction; you just need to decide which version of the skill wheel you want to use, as they differ for each expansion pack. For Hammers of Fate, you need skill wheel version 2.0 or 2.1; for Tribes of the East, you need version 3.0 or 3.1; and for the original game, you should refer to the game's index (1.0+) and ideally, the skill wheel version and patch version should match.
