Confirmed.
I did everything I could. I had enough money - on the first week I got Cavalry in the Citadel, on the second week Angels were built in the Castle. Turis by the end of the second week had 10 10 1 2 (picked up the Shield 3/3 behind a group of Cyclopes). I saw 2 Griffin Conservatories, but both were inconveniently placed. Still, I moved towards one of them, collecting as many Dragon Fly Hives as possible along the way; on day 131 I took the Griffin Conservatory - minimal losses. With nothing else to do, I headed towards Pavel through the secondary area, picked up a Dragon Fly Hive on day 8, saw the already-taken Conservatory, scouted ahead, saw Pavel's capital, and there was a broken Shakti without an army, but I couldn't reach it in time. I decided to retreat. On the next turn, the fearsome Shakti wiped out my scout; I spotted his army - 12 Angels, 250 Troglodytes, and other strong units, oh well. I decided to move towards the treasure zone, which was barely visible behind the mountains, and let whatever happens happen.
Ran around, gathered some Angels, took a Dragon Utopia, got +3 to All Stats, a +5 Club, and a +3 Cuirass, built level 5 Mage Guild in the Dungeon because I found a Fly scroll, but never got a chance to use it - Pavel caught up to me and tore me apart. Shackles of War prevented me from buying peace.
