Kragg, with his stunning blow and empathy, simply won't let Haghesh's kents move around. But Haghesh will use summons, and Kragg is unlikely to keep up. The outcome is hard to predict.
Another option is to block the kents with executioners/chieftains – with tactics, a speed aura, and/or speed boots, they will definitely reach them on a decent arena. If the executioners are under Goshak, they will easily deal with Haghesh's kents. But again, this isn't the whole army.
Haghesh has no real competitors in terms of development among the orcs. But in a game against other races, Haghesh's kents won't last long, so she isn't the best hero against other races in the late game. She will be competing with Tilseck, Goshak, Kragg, and even Garuna. I don't really believe in Shaka, as wyverns don't have frenzy.
