Amendment to section 5.2.1 of the Hv rules (regarding quick-cast spells).

The thing is, either allow it without restrictions or ban it altogether. The worst thing is to write restrictions in three volumes, like: if it's like this, then it's like that, and if it's not like that, then it's somehow like this...
