Amendment to section 5.2.1 of the Hv rules (regarding quick-cast spells).

If I rarely post my games, or for example am not currently playing with someone from the world, but in the future I want to play by world rules, which I care about, what then, is my vote not to be considered?

Rules are created for those who play by them, but you, my friend, haven't played a single game by them — there isn't a single report on HeroesWorld, only your musings. And it seems you're not even planning to play (you don't even have an ICQ contact number)
