Amendment to section 5.2.1 of the Hv rules (regarding quick-cast spells).

Even though I voted against it, I support the idea. All I wanted was to bring back the Tower, I used to love it. But what we got is something completely different. I wanted a little more variety, but instead, we got a scandal.
I'm in favor of the idea of starting with a random hero.
