There are two ways to determine a player's skill level: (1) by their knowledge of strategy and tactics, and (2) by their game results. Since the task is for players who have played few games, (2) is not applicable, and I propose the following criterion: "a beginner is someone who, with an average setup (using castles of medium strength, on a standard map), cannot conquer Utopia by the 4th week."
I also sometimes can't conquer Utopia with an "average" setup by the 4th week. But no one considers me a beginner. However, the number of wins can realistically assess a player's abilities.
