Perhaps Shakti has excessively high stats at level 111.

150-450 is a вполне realistic damage for an early-game Shakti; by the middle of the week, you can boost it to 250-750.
Different situations arise, but if a level 2 creature is taken with 4 stacks combined, which is 500 damage (on average) per hit, then dealing at least 200 damage to dragons shouldn't be a problem.
