Then, restarts will have to be used not based on the map layout, but based on the heroes. For example, if I have an Efreet and my opponent has a Shaft, then I will have to take it no matter what. In The Succession Wars, full random seems more justified, I think.

P.S. I'm not sure. I have a feeling that native heroes drop more often. (If anyone has accurate information, please let me know). For example, for Necropolis, it's not uncommon to have 5 native heroes on the first level.
