Maf can simply be given a certain chance of failure. For example, 1 in 3, and if the kill fails, the GM simply describes it (i.e., it's not necessarily that the bullet was rubber, but perhaps the victim was sleeping peacefully when the Maf approached. The victim was dreaming of some heroic dream in which he/she was fiercely wielding a sword in a heated battle. The victim repeated the actions of the dream in reality with their hands, as a result of which the Maf received a painful punch in the face and dropped the weapon, the victim woke up, and the Maf, in order not to reveal himself, simply ran away, and so on).
