Maybe even if you can actually place Devils in a Fortress (the layout is normal, the start is at the top, the roads are fast, and you emerge onto the grass where there's a lot of stuff), then it's probably better to place a Castle, because the meat will go to the Demons. Or do you place Devils exclusively in a Castle?
