"War by the rules"

Hello, is there anything in the rules about cheating heroes, or is it allowed for everyone? On all maps, it is forbidden to develop the following heroes beyond level 2: Wingael, Vittorio, Dugal, Daleb, Kaspar, Tilshek, Haghesh, and Hafiz, and Ingvar. In addition, it is allowed to build a tower in the Dwarf castle (given that Ingvar is banned, and for other heroes, the tower does not provide such an advantage). I took this from a paired game.

In principle, I don't mind if this issue is put up for discussion. The only thing I would like to say is that this topic has already been raised when discussing the "Best of the Best" tournament (which was also held on templates), and almost all participants agreed that there is no point in banning heroes. But if the majority expresses a desire to ban them, no problem, we will ban them, but for this, I would like to hear the opinion of this majority?;) And the list of heroes proposed for banning may need to be edited.
