Voting continues until 24 hours on May 26, 2009. However, activity has noticeably dropped. Almost everyone who was interested has already voted. I am expecting a few more opinions. Therefore, I will not be updating the lists today or tomorrow. On Wednesday, I will finalize the results.

There is time to move forward.
I have reread everything again. If I missed something, please don't be angry—forgive me, correct me, supplement, and discuss.

I found questions that I didn't answer.
Alex_R
it is unclear to me why among those who voted there are people who aren't even registered on the ХВ forum.
It seems everyone is registered. If you mean <аноним1>, I can guarantee that he is a respected user of ХВ and a player of HOMM3 online. He voted secretly and requested that I not write his nickname on the forum.
Alex_R
how "local" should a candidate for membership in the АК be... and to what extent should the votes of players who do not consider ХВ their "home resource" be taken into account
The answer is in the voting rules:
Pit for LM
I don't know how to divide people into "ours" and "others" based on resource affiliation, nor will I.
I will also not develop criteria for such a division. Nor do I intend to introduce correction coefficients for the votes.
Regarding candidates: I believe that the respect and trust of the forum are paramount when voting.

I have systematized the proposals and questions that it is time to start solving.

Tournament Committee (ТК)

- organizational commission (ОК): issues of planning, organization, and conducting tournaments, HOMM3 history.
ewgeniy, Ta Kotoraya..., vbn, Nagan-4, Javdet, Dirty_Player, RAPER.

- communication commission (КК): issues of communication and coordination
with the administration - vbn, ewgeniy, Ta Kotoraya...;
with friendly resources - Neoandy (HeroesPortal), Wicc (heroes.by);
inter-portal tournaments - Nagan-4.

- noob commission (НК) - working with beginners
ewgeniy, КостяN, Kash, SEM_56.

- appeals commission (АК): resolution of disputed situations, fighting unfair play, monitoring compliance with tournament rules and deadlines, and player codes of conduct.
Composition is currently being formed. Candidates:
Alex_R, Dirty_Player, Mizrael, LeBron, Pit for LM, scorp, vbn, Дубровин Павел.

Question 1. The name. Please speak up more actively. Otherwise, I will leave these names; they suit me and it seems clear who does what, which is the main criterion for me. By the way, I think it would be good if the comrades included in each commission came up with their own names.

Proposals were made: Instead of ТК - HOMM3 Players Council, magistrate, Jedi Council...
Instead of АК - Expert Council, Holy Inquisition, НКЧД...

Question 2.To ewgeniy. It is no secret that navigating such a large forum can be quite difficult. I have a bookmark for the Heroes 3 Tournaments - ONLINE. I rarely visit other sections. I would like the Tournament Committee's information to be accessible and easier to find, rather than everything being thrown into one pile.

Here is our thread:
HeroesWorld Forum > All about Heroes 3 - Heroes of Might and Magic 3 - Information, Discussions, Tournaments, Download
-> Heroes 3 Tournament - Heroes 3 Tournaments - ONLINE

and then there are three sections:
Online tournament "Seasons of year" - "Времена года"
History of ONLINE Heroes 3 tournaments on HW
Old threads

and below that, the threads of the Heroes 3 Tournament - Heroes 3 Tournaments - ONLINE section

Is it possible to create another section (where "Seasons of year" is): "Tournament Committee" with threads for each commission (each commission would create these threads as needed)? We just need to decide on a general name... Now that we are finishing the general rules and elections, it's time to get to work.

Questions and tasks for the Organizational Commission (ОК).

Proposals from Nagan-4:
1. Develop a tournament schedule for the rest of the year - suggest approximate dates, themes, regulations...
2.
Nagan-4
systematization of tournaments. We need a main tournament that would be the forum's signature label, one that would be extremely honorable to win...
3. Determine official, priority, and main tournaments
Nagan-4
Approve them in our gaming environment and coordinate their status with the administration. Yes, so that announcements for this tournament, results of preliminary stages, and finals are on the First page of the HeroesWorld site. This will be requested not by one organizer, but by an entire gaming community...
Let's say the "HeroesWorld Forum Championship" tournament
4.
Nagan-4
Conducting a clan war.
There is already an Organizer for this. In a couple of days, the first АК will be formed; we are always happy to help respected Ta Kotoraya... with judging. I looked at the composition of the АК - I am the only one who doesn't belong to any clan :smile44: (maybe create a "Non-Aligned" clan?). That would be a reason to get acquainted;).
5. Organization of a historical section. Project
Nagan-4
...there will be a historical one, interviews with the most wonderful people of the heroes' world; they will remember old battles, tell their view on past events and current hero life, imho it will be interesting.
6. By the way, before the New Year, vbn conducted a very beautiful contest for the best report. I would also like to make this traditional and announce it in advance so that those interested can think about their participation throughout the year under inspiration.

These questions are for everyone, but I ask respected Dirty_Player to be active.

6. Rules for awarding points for tournaments into the rating - this is for respected vbn.
(so there are no disputes about whether to include a report in the rating, how much, for whom...)

7.
Avern
I visited a company today that does advertising and also makes various business cards, pennants, badges, and cups.... I would order them and hand them over to the administration
How does the ОК feel about this proposal? I spoke with RAPER, he is ready to help as much as possible (he's currently doing his diploma).

Questions and tasks for the Communication Commission (КК)

1. Organization and conduct of Inter-Portal Tournaments (МП). Development of rules. This hasn't even been started yet.
Nagan-4
I can help in the development. I insist on a point about literal interpretation of the rules: break them - get zero.

2. From the Rules under discussion: "To protect other forum users (both our NMM3 online players and users of other site sections) from dishonest players, the following types of punishment are applied: ..... ban, highlighting the nickname of a dishonest player in another color, creating an indelible signature under this user's messages on the forum..."
To vbn, ewgeniy, Ta Kotoraya... - please find out from the administration what measures we can apply.

3. To Wicc, He3Hauka and Neoandy. Can you inform our ОК and Nagan-4 about the plans of friendly resources regarding upcoming МП?

4.
Qwerty
By the way, since we are talking about the League ...
There is a lot that I could say on this matter with arguments, links, and perhaps screenshots. Not for now.
Mysterious. People didn't understand and are asking me in private what it means. I ask respected Qwerty to convey his thoughts to the masses.
Qwerty
If we are talking about connections with friendly resources, then we must include our dear friends from the League!, because the League is our friend!
PS. By the way, Dust is a highly competent representative of the heroes' League, enjoying deserved authority and respect on leading sites, including ours.
The friendliness and readiness to develop ties with HeroesPortal and heroes.by resources are confirmed by past and current Inter-Portal tournaments and the activity of players from there on our forum.
Unfortunately, I know nothing about the League, I am not registered there, and I have a poor idea of what is being discussed. Therefore, I haven't included the League and Dust in the КК yet. I would like to see respected Dust in our thread with concrete proposals for friendship and cooperation. I think it will be mutually beneficial. And I have no right to include a person in the composition of the КК without their consent.

Questions and tasks for the Noob Commission (НК).

1.
Nagan-4
I am now preparing a project that revives the "Young Fighter's Course" from five years ago on a much larger scale, working with simple hero amateurs and attracting them to our ranks; the help of the new council will be very necessary.
I don't know what this is about, but I am sure it is interesting and necessary. As I understand it, Nagan needs
Nagan-4
...help in assembling a team for the educational project "Young Fighter's Course", for attracting new players...

2. I suggest thinking through a list of recommendations for beginners and placing it on the forum (once Zhenya answers my question regarding the section for the Tournament Committee (once we decide on the name). Then it can be placed there, and questions from beginners can be answered there.

3. In my view, game culture is very important. And first and foremost, this concerns the ability to make daily saves. This needs to be conveyed to beginners.
A thread for analyzing interesting saves could also be organized, inviting strong players for analysis.
Let's also not forget that without saves, it is impossible to resolve a disputed game situation.

4.
Avern
Maybe create a tournament for beginners to boost the forum? .... I don't offer myself as a judge; my experience here is definitely zero. Maybe Pit for LM can help me.
I spoke with respected Avern. He has many ideas, but he has neither authority on the forum nor experience. I ask the НК to contact him, think about such a tournament, and come forward with proposals to the ОК and the forum.
Our forum members are asking many questions here:
- criteria for defining a "beginner";
-
Dirty_Player
A beginners' tournament has one serious downside: Beginners have a tendency to disappear without a trace...
This isn't even a downside; it's the scourge of most of our tournaments...
- judging. Pit for LM can help, and no one from the currently elected АК will refuse.
- goals
Avern
after all, the goal of the tournament is: to introduce the beginner to the forum and community, give an idea of how to agree on a meeting, how to submit a report, mark races, how to behave with opponents and colleagues.
I disagree here - one should enter a tournament already possessing these elementary skills; otherwise, the tournament simply won't happen...
- prizes
Avern
give a special prize to players who played the longest and most grueling game of the season
I also disagree - this is an encouragement of inability to play, since one of the tasks for a good player in a game is as rapid development as possible (we read in reports of strong players - made it so as not to lose pace...)
I can suggest another "prize" for the winner of such a tournament - several games with players from the ХВ national team. Even if they lose all games, they will gain huge experience, and if they manage to win... (personally, I received such a "baptism by fire" two months after joining the forum, when in a team tournament I happened to play against Dream, Uran, Mizrael, Vitalik, Invisible, Дубровин Павел - the score was 1-5 not in my favor. But after such a thrashing, I managed to win a 2-1 match with Lesgor in the summer Inter-Portal tournament with HP...)
Nagan-4
Otherwise, the idea is great; maybe make the title "best HW beginner of 200... year" prestigious
And if such a tournament is made traditional, then winners of previous tournaments should not be accepted.

So, I think I've tasked everyone (meaning - handed out assignments).

Now for the most difficult ones:Questions and tasks for the Appeals Commission (АК).

There are two sides here.
First, everything concerning the organization of the АК (how many people, for what term, powers, how a decision is made, cases of re-election...).
The АК has not yet been elected. We will discuss this issue later. There are many proposals. I will systematize them tomorrow or the day after.

Second, and most importantly - development of Rules for resolving disputed situations.
/Why do I insist so much on developing Rules?
In a year of online games, I participated in more than 20 tournaments. Not without disputed situations. If the situation was regulated by the Rules, no problems arose during its resolution. But if no suitable rule was found, which happened a couple of times, it was necessary to seek the truth from a third party. This third party is often either unknown, unavailable for contact, not fully competent, or cannot take full responsibility. The matter can drag on for an indefinite period, and that costs nerves and time. Therefore, I am sure that if we classify our problems, clearly define the algorithm of players' actions, ways to solve problems, and in separate cases, punishments, then these problems will become significantly fewer. Do we need disputes about insults, avoiding finishing a game, extortion of one's turn (авто), non-confirmation of reports, etc.?/

That is: 1. Need to clearly identify the issues that the АК will resolve.
2. Determine the algorithm of players' actions and the information necessary for making a decision.
3. Possible punishments.
4. Statute of limitations.
There are also many proposals on this matter; I have made some sketches. In a couple of days, I will refine them and post them for discussion, supplementation, and corrections.

So, I open the second round of discussing Tournament Rules:smile16:
