I have bad news for you - the best RPGs (I take into account not only my opinion, but also the opinions of fans of other RPGs) were released BEFORE Morrowind, or in the same year as it.

Kill? And what else will assassins offer you? Pat the victim on the head? O_O Sing a lullaby? This is just a banal nitpick.
Morrowind is not a breakthrough... although it depends on what... but it's definitely not a failure.
And the best RPGs of that time... Well, name a couple? Preferably something similar to TES.
