Governor is way too strong for Leadership... people will constantly restart if they don't get a leader at the beginning. It's a walking gold mine with a few extra perks, and that's already at level 3.

Yes, I agree. It will be too easy to play with a Castle. Then, instead of Leadership, it should be some rare skill like Leadership or Eagle Eye.
Battle machines can be combined into one skill, like in In the Wake of Gods!
