As I understand it, the Expert Council (also known as the Appeals Committee) will have the highest authority in the tournament. Its decisions cannot be challenged. Therefore, it makes sense to have an even number of committee members, and for a decision to take effect, it must be unanimous (rather than simply by a majority vote).
The forum definitely needs a main tournament, and considering the players' healthy ambition, the main tournament should be an individual championship, not a team one.
