Confirmed.

The complete lack of funds was alleviated by the Black Market, but I didn't go for the secondary market because one of the 7 Elves was killed by 100 Goblins with a Grazer before reaching it, and the path to the secondary market was blocked by fast-moving Neutrals. I waited for a population to break through with 40+ Golems and 20-49 Core Griffons. From the Army, I could only buy 14 Elves, which Valya immediately halved, having the first move.

I made a mistake in direction; I shouldn't have attacked the Teleport, but instead gone for the secondary market.
