I haven't had time to formulate all my suggestions yet; for now, I offer the initial version of the Rules in this unfinished state and call for a positive and constructive discussion, as well as additions and corrections. My remarks are in //
HOMM3 Online Tournament Rules
(DRAFT)
I. General Provisions.
1. Any registered user of ХВ has the right to organize a tournament. In doing so, it is advisable to be guided by these Rules.
2. Before the start of the tournament, an announcement should be placed in the topic "table of current online tournaments for HOMM3".
3. The theme of the tournament should be interesting. Preliminary discussion to determine players' opinions on the theme and rules of the tournament is possible and desirable.
4. A tournament can be either strict regarding deadlines (for example, tied to a season or half-year) or free-form.
II. Duties and Rights of the Organizer.
1. The Organizer is obliged:
a) if they are also a participant in the tournament, to involve a neutral party - a Judge - for judging to resolve disputes that may arise involving them personally;
b) to treat Tournament Participants, their requests, remarks, and wishes with respect and attention;
c) to place the following information in the first post of the tournament topic: rules, deadlines, regulations, and draw;
d) when discussing rules, deadlines, and regulations with players before the start of the tournament, to enter all changes into the first post simultaneously with registration and notify the topic. Changes to rules and regulations after the start of the tournament (i.e., once the first game has been played) are permitted only in extreme cases;
e) to review the tournament topic daily and respond quickly to Participants' questions;
f) to closely monitor compliance with deadlines and regulations, conduct draw rounds in a timely manner (see also section IV), and update all necessary information in the first post;
g) to agree upon the following issues with the rating manager: inclusion of games in the seasonal/permanent rating, the number of additional points added to tournament prize-winners' ratings (see section V), as well as reflect this information in the first post;
h) when accounting for tournament games in the rating, periodically provide the rating manager with information about played matches in the topic "Reports of online games and their confirmations" without duplicating reports in that topic;
i) upon completion of the tournament, write a report in free form in the specially created topic "Organizer reports on completed HOMM3 online tournaments", in which it is desirable to reflect the following information:
name, theme, tournament deadlines, number of participants, interesting statistics, winners and prize-winners, highlight the best games and achievements, as well as a blacklist of participants who caused serious grievances for both the Organizer and Participants, with mandatory indication of the remarks. Based on such lists, Organizers of subsequent tournaments have the right to refuse an application for participation from "distinguished" players.

2. The Organizer has the right:
a) to involve an assistant/assistants, including from among the Participants, for conducting draws, for design layout, for consulting players, for managing the tournament, and for providing other assistance;
/The Organizer's workload is great; it's hard to carry this burden alone. I think many Participants will not refuse to help. I am sure that Dirty_Player will conduct the draw professionally and quickly, Alex_R will always help along the way, I will gladly do everything needed, RAPER will draw something... /
b) to participate in their own tournament;
c) to refuse an application for participation in the tournament from a user who caused serious grievances during any of the previous tournaments (see sections IV and IX).
III. Duties and Rights of Tournament Participants.
1. A Tournament Participant is obliged:
a) to treat the Organizer, Judge, and other Tournament Participants with respect;
b) before submitting an application, to familiarize themselves with the rules, regulations, and tournament deadlines and objectively assess their ability to participate;
c) in the application, specify all data required by the Organizer - ICQ number, versions, templates, communication language, etc.;
d) adhere to game deadlines (see also section IV);
e) make daily saves of the match, keep them until the end of the tournament, and present them upon the first request of the Organizer, Tournament Judge, or any member of the Appeal Committee (AC) (see section VII). Saves can be made either manually at the end of one's turn or using a program, for example, Autosave counter. A player who does not have daily saves of the match must realize that they will be unable to prove their correctness when a decision is made in a disputed situation;
f) write a report for each tournament game regardless of the result. It is desirable to attach daily saves to reports about interesting games (especially semi-finals and finals);
/I believe that attaching saves is necessary for two reasons: 1. tournament games (especially closer to the final) are of interest to other players; 2. they are necessary when resolving disputed situations, as well as identifying unfair play/
g) when disputed issues arise, strive for a peaceful, constructive, and quick resolution, preferably without involving the Organizer, Judge, or AC.
2. A Tournament Participant has the right:
a) to withdraw from the tournament if they disagree with changes in regulations and rules made after their registration in the tournament;
b) in case of a disputed situation, to apply to the AC (see sections VII and VIII 3.) for its resolution;
c) to apply to the AC if they disagree with the Organizer's decision on any particular issue;
d) if tournament games do not automatically enter the rating, to agree with the opponent to account for the game in the seasonal rating, and with their consent, duplicate the report in the "seasonal games" topic;
IV. Adherence to Tournament Deadlines.
/Adherence—or rather, non-adherence—to round deadlines is one of our most painful issues. When deadlines for one round are missed, it creates a chain reaction for the entire tournament; this leads to some players taking deadlines lightly, while others, who relied on the previously announced dates, are forced to adjust their plans, which is not always convenient or even possible—other tournaments overlap, personal circumstances arise... It is better to announce longer deadlines for rounds and the whole tournament from the start than to set unrealistic times. When unplanned obstacles appear, such as MP, adjustment is necessary if some of the tournament players are involved in it. Both Organizers and Participants must overcome our sloppiness and strive for precise adherence to deadlines. Let's respect each other and value both our own and others' time./
1. Priority times for games are considered evenings on weekdays and any time on weekends and holidays. The site is Russian, so we live and agree according to Moscow time.
2. The deadline for each round must be determined by the Organizer during the round draw and written in the first post. The Organizer should strive to set realistic deadlines acceptable to players, listening to their opinions and circumstances.
/In my view, 2 weeks is the most optimal period for one game in most tournaments so that two weekends fall within this interval, although much depends on the map, template, etc. The Arena, for example, can realistically be played in a couple of hours in the evening, while 8mm6 or a 2x2 game is better played from morning to night on a weekend/
3. Before the round deadline expires, all players participating in it must write a report about the game/games. If a Participant is unable to play the current round on time, they notify this in the tournament topic and admit defeat. If the game(s) were not played for some objective reasons and both Participants are ready and able to play in the near future, they are obliged to notify the Organizer before the deadline expires and ask for a few days to finish playing.
4. The Organizer is obliged on the day following the end of the round deadline to summarize its results and conduct the draw for the next round. Depending on circumstances, an extension (2-7 days) may be granted to those who did not manage to play. If a player/players ignored the game, the organizer enters technical results.
5. Penalties for violating deadlines
a) By the Organizer.
/It's somewhat awkward for me to discuss penalties for Organizers, although it happens that deadlines are missed specifically through their fault. This always causes bewilderment—could they not have asked someone for help? Let the Organizers themselves determine what to do and how to punish themselves if they treat their tournament sloppily.../
b) By Participants. If a game did not happen due to some objective reasons, even with an extension—technical results without penalties. In case of complete ignoring of the game, opponent, and Organizer—at the discretion of the Organizer—up to suspension from further participation in the tournament with mandatory indication of this fact in the tournament report (section II 1 i).
V. Awarding Rating Points to Tournament Participants.
1. Games of tournaments conducted under rules close to seasonal rules, by decision of the Organizer and in agreement with the rating manager, may be automatically included in the rating (sections II. 1 g, h).
2. Winners and prize-winners of tournaments are awarded additional rating points.

3. If tournament games do not automatically enter the rating, players may agree among themselves to account for the game in the seasonal rating and duplicate the report in the topic "Reports of online games and their confirmations" (section III 2 d).
VI. Organization and Conduct of Inter-portal Tournaments (MP).

VII. Appeal Committee (AC)/the name could be different - Judicial Commission, ... /
1. The numerical composition of the AC is 5 people.
2. The AC is elected by general vote from among respected and qualified players. Ease of communication with them is also necessary—frequent presence in ICQ, a working e-mail, ability to receive private messages on the forum...
3. If any member of the AC for any reason wishes to resign their powers as an AC member, they must notify the forum members. In this case, a new player is elected to their place.
4. The AC is tasked with the following duties:
a) consulting users on tournament rules;
b) monitoring the progress of tournaments, assisting Organizers;
c) reviewing disputed situations in tournament matches;
d) making decisions in cases of unfair play.
5. The AC may organize a discussion of any serious problem on the forum to determine the opinion of forum members and make a decision based on it.
6. To make decisions in complex situations, it is necessary that all AC members participate in the discussion of the issue and the decision be made by a majority vote.
AC decisions are recognized by all forum users, are final, and are not subject to discussion.
VIII. Resolution of Disputed Situations in Tournaments.
1. Disputed situations arise during violations of game rules, disconnects, desynchronization, software glitches, etc.
2. Disputed moments during the tournament are resolved by the Organizer.
3. If the Organizer is simultaneously a Tournament Participant, then disputed situations occurring with their participation are resolved by the Judge.
4. Also, in case of difficulties, both Participants and the Organizer and the Judge have the right to apply to the AC.
5. A disputed point may be brought to the forum for discussion by all users.
6. Algorithm of player behavior in a disputed situation:
When a disputed situation arises in a match, Tournament Participants must contact the Organizer, Tournament Judge, or the AC and present all necessary information: daily saves of the match, ICQ logs, screenshots, etc. If at the moment the dispute arises it is impossible to contact any of the listed comrades, the match must be postponed until the situation is reviewed and a decision is made.
7. The decision is rendered by the Organizer; it may be appealed by the disagreeing party to the Tournament Judge and/or the AC. The AC's decision is not subject to further discussion or appeal.
IX. Penalties for Violation of Fair Play Rules and Incorrect Behavior.
1. Penalties for violation of fair play rules.
Unfair play includes: cheating, maphacking, creating doubles, clones, substituting players, forging saves...
Upon suspicion of any form of unfair play, a Tournament Participant is obliged to contact the Tournament Organizer. The Organizer is obliged to review the presented facts and, if from their point of view they are justified, contact the AC, which makes a decision on this matter and assigns a penalty if the accusations are confirmed.
/Proving unfair play is very difficult, as often the only 100% proofs can be either the player's confession or witness testimony, and there is practically never an opportunity to obtain these. Therefore, I propose making a decision to recognize a game as unfair based on a combination of several indirect proofs, namely: level of play, analysis of reports and saves (a save presented by the accusing party should be considered valid even if the accused party does not confirm it but also does not present their own save, and the report for the game was confirmed), IP addresses, ICQ logs, screenshots, facts from "past life" and life on other resources... For examples, interested parties can go to Bai.../
To protect other forum users (both our online HOMM3 players and users of other site sections) from unfair players, the following types of penalties are applied: suspension from further participation in tournaments, invalidation of all games, removal from the rating, ban, highlighting the nickname of the unfair player in a different color, creating an indelible signature under this user's messages on the forum... /I ask to supplement and clarify possible penalties for unfair play/
2. Penalties for disrespectful attitude toward Organizers and Tournament Participants.
Manifestations of disrespectful attitude: unfounded disputes, rudeness both on the forum and in personal communication, ignoring requirements and decisions of Organizers and the AC, submitting an application to participate in a tournament followed by ignoring games, players, and the Organizer, repeated failures to appear at the agreed time, unjustified difficulties in finding mutually acceptable times for play, delaying the completion of games, non-confirmation of game reports...
Penalty is at the discretion of the Organizer, up to suspension from all games of the tournament.
In the tournament report (section II 1 i), the Organizer is obliged to list players who, in their opinion, behaved unworthily and created unfounded difficulties during the conduct of the tournament. Based on this information, Organizers of subsequent tournaments may decide not to include these players in the tournament.
That's roughly it for now.
2 ewgeniy: I think it makes sense to remove the seasonal tournament rules from the first post, as in most tournaments the organizer formulates their own rules. Here I would like to discuss General Rules applying to all HOMM3 tournaments, so there is no point in highlighting fixes, arenas, templates...
2 Wicc: seasonal rules are discussed in another topic. I agree with most of your remarks, but each point must be put to a vote, and the existing rules should be corrected based on the results.
I ask all our current and potential organizers, players participating and planning to participate in tournaments in the future (remember that the season is also a tournament, and a rating is kept for it, and the same winner is awarded a medal), as well as tournament organizers from friendly resources, to take part in the discussion of these Rules.
