Guys, cheaters have always existed, and they always will. In this "virtual" world, I think we should take it a little easier. Although, doing nothing would also be wrong.
Here's my opinion:

1) If, after a game, you suspect someone of cheating, but you're not 100% sure (as is often the case), play another game with them, without expressing your suspicions so as not to scare away the "prey." And after two games, draw your conclusions:
a) If there is REAL evidence, then present it to the public;
b) If there is no clear evidence, but serious suspicions remain, then just don't play with that player. There are plenty of other people, and I'm sure most of them play fairly.

2) If you have nothing to prove, then there's no need to make a fuss – this isn't a market. You can also privately tell someone you know well to play with the suspected player and check their "integrity." But not publicly! That's just creating a scandal over nothing! Believe me, as a lawyer. Besides, this kind of talk promotes cheating as a phenomenon that is NOT actually punishable. It can go too far.
So, my IMHO in general: less talk and more action.

Cheating translates to deception. Deception is promising someone in ICQ to confirm a report (for a clearly lost game) and not doing it. Vigo did this. I'll post screenshots in 2-3 hours, although I've already done this, and they were deleted. In my understanding, Vigo is a cheater.

You're not entirely right here. Not confirming a report is, of course, wrong. Vigo, please explain here why he didn't do it (or does he not admit it? sorry, I'm not aware). But in gaming slang, cheating means playing unfairly (using prohibited methods). And only in this sense can you call someone a cheater if they have been caught doing it, and the violation has been proven.
I'll possibly speak in Vigo's defense: I played with him a year ago in 2-3 games: it seems he won one, I won one, and we didn't finish one... I reviewed the saves, and there was nothing criminal in them. Of course, a lot of time has passed, and I'm not a great expert on Heroes, but still, if anyone is interested, I offer this fact:smile01:
