So, after talking to the organizer, I decided to propose two options for the tournament format for a vote.
1. Play a direct playoff – quarterfinals. The first places play against the second places by draw.
2. Create 2 groups. Each group will have the 2 first places and 2 second places from the group stage. The 4 best players advance to the semifinals.

I'm in favor of the first option. The second option might be fairer, but it will take longer.
