For me, defining what is "pop" or "not pop" doesn't depend on the number of people listening to a particular group, but rather on the genre itself. It's a purely commercial project, like Britney Spears, made on the principle of "people will buy it." Meaningless lyrics, simple, easy music, concerts with backing tracks, and other attributes. Or take rock: if a group is created by a producer (which automatically means it's only to make money), performs monotonous, simple songs about love (a popular theme for pop artists), then that's pop. If, however, they got together themselves, secured a contract with a label themselves, decided what they would play, and write their own lyrics and music (creative independence is one of the fundamental differences between rock and pop, in my opinion, not counting the music itself), then it's definitely not pop. If a group of this kind achieves popularity, it means they play good, in-demand music, and that's all. The heaviness of the music is not a criterion here, in my opinion.
