Round table

I don't really understand these formulas (meaning I've seen them, but I don't grasp them mathematically), and I'm always curious. For example, who would be stronger: a 20th-level Valeska or a 20th-level Orrin? Assuming there are no other artifacts that boost ranged attacks, and the attacking unit is just an archer.
In my opinion, Valeska would be stronger. There were times when, playing as Fortress, I saw Orrin in the tavern, but I hesitated to level him up because I wasn't sure if it was worth it.
