What percentage of the Bastion is currently completed?

Currently, the Bastion city is approximately 75-80% complete.

Will you introduce a new city with new monsters, featuring innovations that were not present in previous versions? If so, what will they be?

It depends on what you mean by "innovations." If artifacts and spells can be considered "innovations," then yes. There will be various minor additions. It's hard to list everything right away.
