It's just that some (like Blizzard) are capable of doing it at the highest level, regardless of how well-known the brand is. Others (like Westwood) simply make money off this brand.
Only free mods and shareware games are created for fun. Everything else is, in one way or another, a business. Yes, Westwood created the genre (although this can be debated), and then they started simply exploiting the brand.
