What about astral dragons? I don't know how it was in version 3.0, but in 3.1, their attack inflicts a grief effect at the expert level. Plus, there's the banshee's scream, artifacts that reduce morale, and the poisonous aura of zombies. Let's say a dread knight has a full set of necromantic artifacts, 2 rings with -2 morale, a super ability, astral dragons, and an alternate upgrade for zombies; then the morale penalty for the enemy can be -19 (this is if the stack is affected by grief, the banshee's scream, and zombies are nearby). But this is far from the maximum penalty; in my opinion, it's possible to reduce morale even further, to 22. That is, if the enemy has a maximum morale limit, it can be reduced to -10.
