The tactic for defeating Phoenixes is similar to the tactic for defeating any two-unit creature: maximize mutual damage between the Phoenixes. They attack the Archers, and we attack them with Goblins. It's desirable to get some Luck/Morale boosts, of course. Hydras are defeated without major problems; Phoenixes are much more difficult.
