Add-ons will not affect the original game's campaign. The game is installed in a separate folder, as if it were a completely different game. You don't even need the vanilla version to install it. Of course, if you want to play through the campaigns in version 3.1, you'll have to start all the campaigns from the beginning, but you can continue playing in version 1.6 without any problems.
You can download the offline version of the wheel from here: http://forums.ag.ru/?board=heroes5&action=display&s=0&num=1147986656 (link in the topic header). You can probably find it built into the game somewhere as well.
