The question is quite vague, and it's difficult to answer it unequivocally: this person is good, this person is bad. In fact, I don't know any absolutely good people; everyone shows "bad" traits over time, although for me such a person can still remain "good," because there are so few of us.
As for "bad" people, it's different: if I subconsciously put someone in the category of "moral monsters," then they will most likely stay there forever. I simply don't communicate with such people in any way. And most people fall into the "so-so" category. You can still communicate with them, and sometimes you have to: neighbors, colleagues, classmates, fellow students, friends in quotation marks, and so on.
In "good" people, I value primarily "good" qualities: kindness, compassion, the ability to sacrifice oneself (I mean doing something "at a loss" to oneself, but for the benefit of another), selflessness, loyalty, honesty, courage, and intelligence. In that order. Maybe I've missed something.

I wanted to write why, and give a couple of other examples for clarity, but I don't have time anymore - one "good" person came to me, and he wants something; he has a mercenary soul :D
