Yes, on regular maps, horses are preferable, even if you have enough money for angels.

And what makes horses better than angels, may I ask? 3 angels (if with a castle) are definitely preferable to 6 horses, and even 2 are likely better, for many reasons. I'm interested to hear why you think horses are better. Or are you talking about THAT again?
