I think it's clearly a bug. For example, I don't understand what the difference is between winning an unwinnable battle under normal circumstances – either by using such "features" or by using cheats. IMO, it's absolutely the same thing; the battle should at least be winnable in one out of 1000 cases under normal circumstances; otherwise, it's simply an unfair victory. IMO.
