That's more or less true, but firstly, it's good if everyone doesn't immediately attack the Psions, otherwise it's almost certain defeat (and not everyone likes to use autosaves, you know ;)). Secondly, the most unpleasant thing is that Psions without a blessing will kill no more than 5-6 shooters, and maybe even fewer, and they won't be able to kill many others either, and in the second round, you'll have to take a serious beating again, so you'll lose as easily as pie.
