IGZ is an alternative to Hamachi, Leaf, and similar programs.

All of this is true, but there's a small caveat: it's a very diverse group of people. Instead of awkwardly trying to communicate in English to discuss the details of rules and templates, we'll be clumsily searching for the right English words. And it wouldn't make sense to specifically look for players from World of Xeen or Portal, when both World of Xeen and Portal are already functioning perfectly well.
It would be much better to create our own, Russian-speaking client, similar to a chess platform, where there are communities, rooms, tournaments, and an automatic rating system. All we need to do is pool resources from the entire Heroes community and create a technical specification for web developers.
