In general, on 200% orcs are usually placed either because of an orc hero, or because of an external dwelling, or because there's simply nothing better that can be slotted in on the seventh day. Although you also find options with ogres on the first (and consequently orcs) due to their external dwelling and a Dragon Utopia nearby — straight into the meat grinder, but in this case, orcs are built only as a path to ogres, not as an end goal.
