They don't represent any hit power, and they simply won't have time to demonstrate a lethal attack; hence the conclusion that they shouldn't be taken to Dragon Utopia. As Dirty absolutely correctly said, "fat" stacks like ogres etc. should be taken to Dragon Utopia, and in order to reduce losses of your own army, it would be good to take units from other towns as fodder; for example, dwarves and elves from Rampart, demons from Inferno, swordsmen from Castle, etc., would be very suitable.
Regarding orcs: the unit is generally not bad, but it's extremely rare to see them as a shock stack. However, there are exceptions: in the school there is a task—a battle fought by Forest and described by Antoshka—where 22 orcs, 40 goblins, and 3 ruhs wipe out a max dwarf stack (30 per stack) with a loss of 4 goblins. Personally, this unit is of little interest to me due to the small numbers and low combat qualities
