Dialogues with Moderators

It's unclear who moderates the section and according to what system.

To start, you can take a look here. This lists who moderates which sections, as well as the moderator's activity in their respective section.
Next, for example, go to the Heroes 3 Tournament - Tournaments for Heroes 3 - ONLINE section. At the bottom right, there is a box titled "Moderators," which shows who moderates this section.
