The gradual transition to Tazar happened gradually, as the rules evolved. In Chaos, they usually only put a viv on the first level, and even then on the fifth day, but with the current rules, development has become less difficult.
By the way, Necromancer as the second hero is not the worst option. A few hundred skeletons from Bekarmia are unlikely to be superfluous.
