We are not concerned about Lock; we are concerned about the blatant disregard for the rules and the arbitrary banning of a person simply because a moderator (or coordinator, I don't remember) felt like it.

HW has its own limit... even if it's not written, a normal person can feel it (like I do)... and you are most likely normal (although maybe not all of you), which means you are deliberately exceeding it... but why?

What limit? The rules clearly state in Russian:

This section does not prohibit off-topic discussions or casual chatting.

Do you see any restrictions here? I, for example, don't. And I think everyone else doesn't either.
