Really? It seems they wrote that the skills in 3.1 haven't changed, or is my information outdated?

The names and essence of the skills haven't changed, but their properties and dependence on other skills have been slightly adjusted.
P.S. The future moderator would do well to have a thorough understanding of the game and express their thoughts more clearly.
