Shakti without attack wouldn't be Shakti.

There's Shakti, but there's also Galtran, who feels great with armor. Offense helps those who have melee units as their main damage dealers. But, for example, Rampart needs ranged attacks and defense, and attack is needed, of course, but significantly less.
