As for cross-portal rules, I already think they are essentially unnecessary. Why? The rules of ХП and HeroesWorld are practically identical, and in the case of a cross-portal gathering, I think it wouldn't be hard for the organizers of said event to clarify the couple of differing points and come to a common denominator. After all, in any case, there is a rule template, and then there are adjustments to them in the regulations for a specific tournament. So why not, in the case of a cross-portal event, have the organizers implement them, thereby creating cross-portal rules for each individual case? It came out a bit jumbled, but I think the point is clear.
