I think I explained it clearly. And also, there isn't even a state as such, but rather six kings, each ruling their own territory, and yet they all share one goal:

to maintain the harmony of the elements in the world and prevent the dominance of the elements over humanoids.

Besides, if there are SIX rulers, how can it be a monarchy – a form of government in which supreme power in the state is concentrated in the hands of a SINGLE head of state – a monarch, and also a state with such a form of government? If there are six rulers, then it is by no means a monarchy, but rather anarchy – a state of lawlessness, statelessness, spontaneity, disorganization; chaos, i.e., everyone is pulling the blanket over themselves and their own people.
