That's right. It cost 4000 in 3.0. I build it so often that I don't even remember how much it costs. :) It's a waste of a turn and money for an unclear purpose.

25% is the bonus from the Runner, who should be taken into the main army, and then his magic or combat skills should be further developed.

The bonus from the Runner is 50%. Plus, it ignores penalties, so it's actually much more.
