Playing as Order is challenging, but you can defeat these creatures. Of course, there are no mages, but you absolutely need Djinns in your army! Around week 5, you can start fighting dragons – you should have about 30 Djinns, at least one Titan, a lot of Hobbits, and a hero with good overall accuracy. You summon an illusion of Titans that grows at an incredible rate. This illusion should be used to absorb the attacks, thanks to the Amulet of Chaos. Chaos Dragons will most likely try to attack the Hobbits, but they won't do it on the first turn (and if there are fewer than five Chaos Dragons, they won't last more than one turn). The Hobbits can be saved by repositioning and teleporting, after which Slayer will take effect. If you have Ballistics, the hero can take revenge on the Chaos Dragons, then add Gnomes (although it's not comparable to the Titan illusion). The main thing to remember is that the computer targets Djinns last. The main targets for Chaos Dragons will be the hero, Hobbits, and Gnomes, in that order. Of course, this strategy doesn't work against a human player, but we're discussing defeating neutral creatures...
And without Titans – without the resources for illusions, Order should avoid Chaos Dragons. The exception is leveling up a combat mage (but he won't be ready to fight Chaos Dragons before level 20 – Order doesn't have any buffs) and having the Crown of Magic. But these are rare cases, and we're not considering them.
P.S.: I hope my humble contribution to the tactics against Chaos Dragons will help someone! After all, Djinns are useful in every way, more so than Nagas :o
