Read it again. I understand the meaning. It just means that if this rule isn't strictly enforced, anyone who wants to avoid playing will find a way to do so (they'll come up with an excuse). But if it's enforced too strictly, it will create unnecessary problems for players (they'll have to play with almost anyone who challenges them, and they might not always have the time...).
The main question is: what happens "when a player who has been challenged to a duel must accept the challenge at least once" but doesn't accept it? (What happens if a player who is obligated to accept doesn't?)
Overall, I'm more in favor than against it. I just don't see the need for extra complications. Those who are willing to play with anyone will do so anyway, and those who aren't will still find an excuse.
It's a dilemma.
