There's no need for any penalty system. This isn't work, after all. And if someone gets 10 requests to play in a day, and is obligated to play with each of them, there will be legal disputes, not games.

1) This isn't a system, and there are no penalties – I already wrote that anyone can refuse for an objective reason (if 10 people offer to play, refuse 9 of them).
