I haven't seen anything like that regarding hardware.
Just go to any store and look at almost any laptop – almost all of them have that sticker. Any laptop, whose power a regular user wouldn't even be able to utilize to 50% (simply because they aren't capable of it – there aren't tasks that require it), supports Windows Vista – what more could you need for happiness?
