I would like to clarify one more thing for myself, just in case. If, before turn 117, an opponent captures my sawmill, mine, or any other resource or dwelling that I have captured, does this also count as a contact, and can I request a restart?
My opinion is that a restart due to a meeting up to turn 1.1.6 inclusive means specifically a meeting of Heroes or the capture of a Castle. The capture of a Sawmill (or Ore Mine) should not be included in the definition of a restart due to a meeting.
