4) If using scrolls is allowed, it can create too much of an advantage. For example, I have often acquired powerful spells like Dimension Door and Portal early in the game. Reaching level 121, you can then use Gate (or even better, at level 117) and advance towards your opponent. It's not interesting!
And Galtran should be banned; he's a real pain. :D
