Regarding the second part. We want to improve the game – we play with everyone, participate in strong Tournaments, and attract the best players from other resources.
That's the dilemma. If we hold an open tournament for the best players, at the level of RP on Bay, we can easily get 7-8 players from other resources in the top ten. And our players from World will play in the lower league, among themselves or with non-top guest players. We still won't get the expected improvement in the skills of our players.
If it's a General Swiss system, then the status of the tournament will decrease psychologically. What will then distinguish the top league from the tournament that the respected Dzhavdet is currently organizing? Top guests can play there and here, as well as amateurs of any level. The elitism and status of the championship will disappear. I don't know, nothing comes to mind yet.

Offtopic (maybe it will help someone): If we are to determine the General direction of the development of the Heroes community, in my opinion, the recent interportal tournament is only the first stage. The next stage of development should be tournaments that unite resources. In short, the slogan: "From Interportal to Allportal!". P.S. Regarding the topic - it requires a lot of leagues on three resources. But wouldn't it be wiser to create one General league? Or maybe this Allportal tournament should take place in turn on each resource, like the Olympics? - so that each resource has the honor of hosting it. Although, maybe at the moment it's a utopia... (or Utopia).
For now, I doubt it. In the very first round of the Allportal, verbal battles will unfold, see the topics of inter-resource tournaments. And if there is also a prize fund, an even bigger mess will begin. If you remember the previous conflicts between random players and fixed players, three-player and four-player players, Muscovites and Petersburgers - all this is child's play; there has never been such a juicy verbal showdown. Perhaps it's worth waiting, everything will naturally settle down over time.
